Today, we are excited to announce a new partnership with Tyler Technologies to support local governments in transforming their budgeting processes and delivering meaningful, positive change to their communities.

This is the only collaboration of its kind, bringing together key tenets of the Rethinking Budgeting guidelines set by the Government Finance Officers Association (GFOA) in June—priority-based budgeting (PBB), alignment with strategic plans, and transparency of outcomes.

A Dynamic Solution for Local Governments

Envisio and Tyler are both champions of the GFOA’s Rethinking Budgeting initiative.

Rethinking Budgeting advocates for a transition from traditional, incremental budgeting processes to more outcomes-based and transparent practices that better meet the evolving needs of our communities.

As mission-driven companies that have contributed to the Rethinking Budgeting documents, Envisio and Tyler are uniquely positioned to combine our solutions and meet the needs of local government organizations as they embark on this transformative journey.

And because our two solutions are unique, so too is our expertise.

Envisio is the most widely used strategy execution and performance management platform in local government. As well as software, we provide a team of planning and performance coaches and a strategy execution framework that has been developed over many years to support the complexity of public service delivery. We partner with our local government customers to ensure they not only have the software they need, but the organizational understanding and capacity to drive the right process and cultural changes to achieve their desired outcomes.

Tyler’s Priority-Based Budgeting, powered by ResourceX, software and methodology helps communities create more meaningful and transparent budgets. We have seen firsthand their team’s passion, commitment, and deep knowledge around driving real community-level change by funding the right programs to drive the right outcomes.

This partnership is about empowering local leaders to align resources with strategic priorities, drive results, and increase transparency with the right technology and people to support them.

What does that mean in practice? For local government leaders, it means an end-to-end solution to:

  • Align Budget with Priorities: Understand your resource flow, align budgets with your strategic goals, and fund the things that matter.
  • Measure and Manage Progress: Cascade your strategic goals into funded projects and programs. Align staff with deliverables, embed performance measures, and get visibility into progress.
  • Make Data-Driven Decisions: Regular, automated reporting and analytics give you greater internal visibility into performance, insights into what is and isn’t working, and the data needed to inform decision making.
  • Share Results: Easily communicate progress and results with staff, elected officials, and residents through reports and community dashboards.

“Everything leads back to the budget—it’s the foundation for a community’s ability to enhance its outcomes. Priority Based Budgeting complements Envisio by embedding strategic priorities into the budgeting process, while Envisio amplifies the impact of priority-based budgeting by managing, tracking and showcasing the results.”

A Critical Partnership for a New Era of Budgeting

Our partnership with Tyler is built on a deep understanding and commitment to help address the challenges faced by public sector organizations in this time of rapid change, polarization, lack of public trust, and limited resources.

Momentum for the Rethinking Budgeting movement is growing. It was evident at the GFOA Conference in Orlando earlier this year. And it is clear from the increasing number of local government leaders (from across various departments, including finance, strategic initiatives, innovation, and city management) who are speaking with us about being at the forefront of this transformation.

PBB is a critical piece in this work. It’s a budgeting practice that, in its most simple form, helps government organizations realign their resources with strategic goals. It is focused on outcomes, while making spending decisions more transparent and understandable to the public.

But progress against goals must be measured and managed to ensure outcomes are achieved and results are visible to residents and local government leaders. This is where Envisio comes in–tying those budget allocations to an actionable plan, tracking results, allowing for adjustments as needed, and sharing progress with community members.

Our research tells us that greater transparency leads to better informed residents with higher levels of trust in their local governments. Transparency is baked into what we do at Envisio and is at the heart of PBB practices.

“Envisio provides a powerful framework for organizations to execute their outcomes-focused budgets and a platform to share their results with residents to foster engagement and trust.”

Where to Start

In collaboration with the GFOA, and a small group of other mission-aligned technology vendors, we supported the development of a readiness assessment to help local governments better understand and initiate steps to rethink their budgets.

If you would like to take the assessment, or you have questions about how our partnership with Tyler can support you in this process, please reach out.

We look forward to welcoming you to a growing community of local governments already transforming how they serve their communities through modernized budgeting and performance management!
