Rethinking Government Budgeting: A Collaborative Path to Better Outcomes

Liz has spent over 20 years working at technology companies in London, Cambridge, and Vancouver. Liz’s career began in govtech and she is thrilled to be back working with local governments at Envisio to help build public trust and drive performance excellence in public institutions. A law school alumna and former Special Constable with the London Metropolitan Police, Liz maintains a deep interest in policing, jurisprudence, community development, and the connection between inequality and the justice system. She is also a vocal advocate for women in leadership within the technology sector and local government. Liz is the creator of the nationally-syndicated Inspirational Women in Local Government series and has contributed to numerous regional and industry publications on this topic. As Vice-President of Marketing & Research, Liz has been collaborating with the Government Finance Officers Association (GFOA) for over three years on the Rethinking Budgeting initiative–now the recommended budgeting operating system by GFOA. She also speaks at conferences across North America about how local governments can put Envisio’s research into action to bolster resident trust. In 2025 and 2026, Liz was recognized as a Top Woman Leader in Vancouver, British Columbia, by the Women We Admire association.
